Is reaching CHIM going back in time?

I was recently reading over the Final Report and couldn't help but notice the phrasing always referred to a return. So then is reaching CHIM or whatever it was exactly the Dwemer were after (I don't think it was exactly CHIM but they both apply) going back in time? How else would one return to something that doesn't really exist anymore. The Report says they were attempting to go back to the first interaction between Anu and Padhome, undoing what Lorkhan did. That wouldn't really be possible unless someone went back in time before COnvention and well even before Anuiel. I understand that time didn't really exist in a linear fashion back then but they are none-the-less trying to revert to a past time.

And if this is the case then why don't/didn't Elder Scrolls figure bigger into their plans or are focused on more in this sense. They have been shown to have a profound impact on time (Gray Fox in Oblivion and Time Wound in Skyrim). Why wouldn't the same thing that happened to Alduin but in the opposite direction be attempted?
