The one where you talk to the bartender in Riften and get the opportunity to get multiple speech increases, didn't see it listed in the 1.9 bug fixes. Back to raising speech the hard way.

Or you can bet a five septim bounty for trespassing and get the option to persuade guards to overlook the bounty without costing money (may need to have high enough speech but before you get to level 50 in speech leveling the skill is relatively easy)
