im having a bit of a hard time finding some of the spells that are in the game, is there a list of locations where its a 90% given that you would find each spell?

The Skill Requirement also affects the availabilty of Spells, and the Quests to get Spells in Dragonborn
The College of Winterhold does have vendors that can have Expert and Master Level Spells, and many Journeyman and Apprentice Spells available for purchase. Most Spell Vendors only have Novice, Apprentice, and Jouneyman Spells.
The UESP does have a list of every Spell in the game and where to get the Spell (Vendors/Quests).
