im starting fresh just got all the DLC after a long break of skyrim and was not sure on how to start this one, do i just get a quest from someone or currier or do i have to a be a certain lvl, etc etc. can some just let me know real quick thank you!

You have to progress far enough in Skyrim's main quest for the Greybeards to recognize you as dragonborn. Afterward you will be attacked by cultists, which will kick off the DB main quest. Alternately you can just go to Windhelm and pay a ship to take you to Solstheim. You can explore the place, but that won't start the Dragonborn main quest.

I would also be level around level 25ish. Solstheim is unforgiving to new characters.
