Fallout vs TES

I'm not asking which game you think is better; i'm more interested in the differences with play styles between the games.

These are both considered RPG titles, but can you actually roll play with Fallout?

In TES; you pick a race, you decide on your combat techniques (mage, warrior, stealth etc.) and off you go. With all the different factions in the game some people will choose to only complete certain missions with certain characters that make sense for that playthrough.

With Fallout I presume you have to be human (as we are on Earth) and you can only attack with weapons. Granted you do have big and small guns, but I see them both being useful depending on the situation.

Now Fallout does have different factions that you can do missions for so I was wondering whether people actually can/do roll play similar to TES games whereby you only complete certain missions based on the character type?

I know you have perks which technically defines your character, but how different are they actually?

Some people will create multiple characters with TES games and play each one differently so I want ot know if this aspect is possible with Fallout or would each playthrough be very similar?
