I'm not looking to alter an NPC's carry weight, but their actual weight. Like make a tall skinny NPC maybe a bit more muscular or something. I thought there was a way and have been trying to find the console command with no success. Maybe I'm searching wrong on Wiki.

They added an NPC in the game that lets you resculpt your character. You could make the changes with the Body Slider that way. Look for her where you might find work for the Thieves Guild

I think the only thing you can do in the console is change the scale of the character or the height of the character. And, these changes made in the console would only exist until you reloaded the game.
