Why Are Children's Skeletons Ridiculously Small?

I know you can't kill kids in the newer games. I get that. But both Fallout 3 and Fallout: New Vegas have had dead children in them in the form of skeletons. The problem is, they're ridiculously small. I don't see them and think "boy, that's sad". I think "what the hell was wrong with them". That scout bus in Honest Hearts was full of people who were two feet tall. Did they ever explain why this kept happening? Will Fallout 4 put more effort into the skeleton models?

They were probably younger kids but I agree the NPC size and skeleton size has a big difference.
