This is the first play-through I have done since downloading dragonborn, and i am on a new character. When I enter solitude for the first time, there is no one on the stage and most npc's including everyone involved with the execution are missing. I've tried re-installing skyrim (steam), deleting my mods and re-saving, changing the load order of the dlc and verifying the game cache, still, nothing changes.

PLEASE HALP!!
