Not sure if I'm missing something here but I just leveled to 26 and all of my modules that weren't tier III got reset back to tier I 0/150 that's not suppose to happen right?

Shouldn't, but maybe you are mistaken and saw a newly unlocked module as reseted one. I have never heard people have this problem, modules are only reset when you reboot.
