Plenty of places. Right in the opening scene after the official party moves on, you can crouch and sneak against the Dunmer in the cell opposite yours. Once in the IC, you can sneak against Simplicia the Slow all night as she sleeps in the outdoor alcove where her bedroll is. EZ to come up with places.

but having to restart char to much tends to take the fun out of it
Wow. I find Sneak to be a bit too quick at leveling upwards; if I could have my way I'd actually slow it down a bit!
My advice is to just play the game. Do lots of dungeon diving (there's a LOT of places to do this, too), and if your character is a thieving type, there are also plenty of homes and shops to break into. There are some items here and there you'll find (as random loot) that enhance sneak, too, like there are some Blue Suede Shoes that'll do this.
Eventually Sneak starts becoming way too effective IMO. Pretty soon, you'll be sneaking by some NPC literally right past their shoulder, and they won't even notice you. This is when things get rather dull IMO. I enjoy the challenge of earlier levels more; makes the game edgier.
Rufio literally never wakes up. I stuck a folded up piece of paper in the joystick of my XBOX controller and went to eat dinner. Came back 14 levels higher.
Agree completely, I like hiding in the shadows and trying not to be seen, rather than sneaking past everyone whenever I want.
One practical consideration with raising sneak (or any skill) a massive amount in one character level is the lost opportunity regarding attribute gains. I mean if you raise sneak 60 times in one level, you'll certainly get a +5 in agility the next level up, but that represents a lot of future agility attribute gains that could cause concerns later. There is a good amount of flexibility in the attribute gaining mechanism but it is something to consider if, in this case, agility is important to you.
Yup you know what I'm saying, right? I'm playing this game because (to some extent) I enjoy outsmarting NPCs and creatures with my character's wits. When it gets to the part where the challenge gets removed ...
