I dunno if anyone had already discovered this but there is a way to start the questline without completing the way of the voice. simply travel to solstheim then go to Saering Watch and learn Bend will from the wall there. then just go to the standing stone near the Skaal village (i think its the wind one)and use your bend will on it. kill the lurkers that appears and speak to Storn, he'll thank you for saving the Skaal and asks you to go find Frea. from this point the Temple of Miraak will automatically start.
