I have reinstalled 4-5 times over the last year, each time I installed it from the CD and download the updates, and works great.
Today I removed and reinstall Skyrim from the CD, however, now every time it finish installing it from the CD, Steam delete most of the files and want to download 5.1 GB 
Why is it doing this? Has anyone found this also?

Not sure why it does that. To reinstall Skyrim, I do not think you need the CD anymore IIRC. It is tied to your account once it has been installed (I did not have to touch the CD when I got my new PC when I installed Skyrim, it just downloaded).
Did you let Steam download the 5.1 GB? If you did, did SKyrim work fine then?

After downloading the 5 GBthe game is working.
Just a little annoying to have to download the whole game, as it took me 5 hours on my slow internet.
