I did the required quests but the option still doesn't pop up am I missing anything?

The only leveled one is the dawn star one.

Did you get the letter from the courier? I found that I need to read that letter first before the dialogue came out

I completed the Dark Brotherhood quests, and the Stormcloaks. Falkreath land was the first land available to me. I didn't even become thane of Falkreath!

The courier never gave me a letter. :/

I am sure the game is not broke, because i was in Dawnstar after installing the DLC, and an courier came to my and gave me the letter to going to Falkreath.
(beware you must level 22 and above)

If you do it right (look here: http://www.gamesas.com/topic/1408776-hearthfire-faqs/) then you get the land at Dawnstar (after speaking with the Jarl or steward)
the same is to do with Hjaalmarch bud here you must speak with the steward from Morthal.

And if you go to Falkreath you must speak with steward Nenya and you get for 5000 septims a land to buy.
I bought a land in Falkreath and so far is works perfectly. !!!!

Mmm got nothing going on in falkreath and I've sided with Imperial so there no character change in falkreath. But even after doing all available quest and know that my character is lvl72, still can't buy it or even become thane.

I'm having trouble in Falkreath, too; I got Siddgeir his Black-Briar Mead, killed a total of 3 bandit leaders, but still, no courier is showing up for me. I have been shouting all over the place in an attempt to get a Letter From A Friend from a courier, along with my letter from the jarl, but nothing is happening.

Doing bounty quests has nothing to do with the quests for becoming Thane or buying land. They are just a way for you to make money. You need to get the quest from the Jarl in order to buy land, the bandit leader you kill for him is a personal problem, there are not three of them, just one. I doubt the Jarl would be sending you a letter after you have already just done a quest for him, the letter was just to get your attention. If he is not giving you the second quest, prove your worth and go do some of the help the people quests.

You will not get the letter from a friend, if there is already an unfinished quest in your journal to discover a word wall location.

Well some could just be asking the wrong person, since it is the steward you buy land and houses from, when have we ever brought the house from a Jarl? One Jarl might not have a steward, so you would buy it from the Jarl then.

I asked both.

Glitch fixed after completing three quests for that jarl.

What was the third quest?

He had me kill bandits in a different location.

So you killed a bandit leader twice? Or was the first time just a normal bounty job?
