Apollo, your doggie is so cute. Anyway, are you talking to the right person, the steward? If you talk to the Jarl, it's useless, she just waxes philosophical. You have to find the steward and I had trouble with that. Had to come back a couple times, caught him as he was almost walking out of frame, and the option was there. I think you already have to have completed some quests but that was over a year ago so I don't remember. Try waiting in 1 hour increments in the Jarl's home if you can't find the guy. I use that method to get skittish people to show up.
