Has anyone experienced this with Phantom Tier 3 equipped?

Shoot from stealth, cloak energy depleted because of the shot, energy recharging starts earlier because of phantom T3, energy suddenly reverts back to recharging from the start when about half full and thus negating the T3 effect. This doesn't always happen, but it happens a lot to me.
