The little manual I got with morrowind says I just need to rest, and itll start up.....buuuut its not. bloodmoon started as soon as I asked for rumors....soo do I need to be a certain level? or what? All the datafiles are active. Tribunal.ess and Bloodmoon.ess....so any help would be nice.
