fallout wikia lists the service rifle as having a dmg/attack of 18 and damage of 25.7 with all related perks. How do you achieve this kind of damage from the service rifle? I am lucky to get one to say it has a damage of 14.

Is it fully repaired?

Not sure if you need a 100 gun skill to see the full amount of damage or not of a gun.
