How to create scheduled AI Packages

I've watched all the Bethesda Tutorials and NONE of them even mentioned this! I need the know-how to expand the mod I've just published because at the moment, I've got a Guard standing on a watchtower doing NOTHING apart from standing there and I'd love to have him swap around with another guard! Plus, I'd love to actually make a patrol around the town, rather than having just one guard standing there.

I know about Idle Points BUT how do I regulate them NOT moving until someone relieves them?

The best way would probably be to set up shift pattern packages. Give one package a certain shift rotation, the second package another, and so on. Then each guard has their own package.

So the guards will swap around if you set the times up right, and will behave like they're rotating shifts, but without having to use any scripts :)

You're looking for Travel and Guard package templates. There are tutorials on youtube and good info on the wiki for creating packages.
