Horrible stutter every exact second.

I'll describe it the best way I can. When I go into the game, I get this horrible stutter and I know for a fact it isn't a frame-rate issue. Basically, the game freezes every single 1/2 second like clockwork. It doesn't slow down or speed up. It is a constant *skip-play-skip-play*. I have played with all graphics settings to the point of having it at the lowest setting with 800x600 resolution and it still does it without fail. I have drained energy for hours trying to figure out this problem and have found nothing.
I have tried the following methods to fix it;
Reinstalling the game from scratch
Deleting all personal data
Installing the latest patch
Installing the stutter-fix mod
None of these have worked or helped.
Fallout 3 does it only in the Main Menu
and Morrowind is the only game that does it as bad as Oblivion
Fallout NV is perfectly playable (Activated through Steam)
I'm stuck for solutions so would anyone be able to help?

Disable the gamepad and or rumble. You may have to do this in both the INI's and Prefs files. And, do this in both the root install and in My Documents/My Games. Note, make a back up of the files in the root directory, hose those and you have to reinstall the game.

Search all the files for "gamepad" "controller" and "rumble" and set the values so they are disabled. Note, usually this is setting them 0, but one requires a 1 (it is something like disablegamepadtrue=0, needs to be a 1)

I do not recall seeing options for that in Oblivion, unless it is in a different version. Also, for me, I only have one INI file.

OP, whatyour specs? Mods installed? Do you use BOSS?

It's called the Joystick specifically in Oblivion. Oblivion will auto detect any controller you plug in and then try to make that the controller the default. This can cause the stuttering and lag when there are no other apparent reasons.

Oh, I see :) I thought it was like Skyrim where it had the option automatically in the menu.
