I think he figured out that his army was trained for fighting that took place thousands of years ago. I think he then realized he could have had balistic sheilds made for his men. I also think he realized he forgot to train archers to shoot flaming arrows.

All in all he figured out that he made many mistakes while trying to emulate a people that once ruled 1000s of years ago. When he saw NCR he stated to see that attacking from range is much more important than he once thought, and that is why he has headaches all the time, because he knew is idea was bad at best. Made worse by forgetting the most important things Roman soilders needed.......ranged attack.........protection

This would give any ruler of a weak fake Roman Legion a headache that would last for the rest of their short lives.
