Legendary difficulty from the beginning?

I just want to hear peoples opinions on the new Legendary difficulty setting.

Is it viable/possible to create a new character and play on legendary straight off the bat or is it toooooo difficult?

Is the legendary setting only for characters of already high level/experience?

Personally for me it's a challenge on adept difficulty with my low-level characters when up against multiple enemies at once. From my limited experience (my highest level character is lvl 22) I would mirror Shadow's and your own (OP's) feeling that Legendary is designed for high-leveled characters.

I personally think it is absolutely stupid to have to hit a fox 10 times to kill it, no matter your skill or level.

I have done it and am doing it. Sneak, followers, and conjuration make it much easier. Good luck if your a 2 handed light armor warrior. It is possible, but that is deffinitly the most difficult playstyle to not get your ass kicked with.

Yes, enemies are ridiculous damage sponges. The damage modifiers essentially mean that to the player all enemies have 4x health and deal 3x damage. It is definitely artificial difficulty, but I do enjoy putting myself through it. Maybe I'm a masochist, or maybe I'm just patient.

It's quite boring due to the fact that you can't even kill a simple bandit for some gold without putting in a tremendous amount of effort. I personally find little enjoyment in legendary even on my level 60+ characters; it's just more frustrating than rewarding if you ask me.

If you're an Illusionist it's probably doable, only you feel the effects of the difficulty and not them if you make them fight each other.

Honestly I don't see what people think is so difficult about it, all I do is make sure I use alot of the different skills and have at least a pet follower.
