Well, with the Enclave practically obliterated, and the NCR being full of corruption, i don't think the wasteland will ever have a chance of rebuilding...The closest thing to a organized democracy is the BoS, and evan thats scattered now. So heres why im here, do you think that theres any hope left for the USA to rebuild, i personally think its doomed. I want to hear what someone else has to say.

As opposed to the pre-war USA in Fallout which was definitely not a horribly corrupt and frankly monstrous government?

Also why are you assuming the Brotherhood is democratic? We don't have any idea how the Elders or High Elder are selected and regular Brotherhood members voting them in seems unlikely to me.

This is just addressed to the NCR part.

Go look up US history from the end of the Civil War, up to Teddy Roosevelt's terms as president. It was chalk full of corruption and what not, but it eventually slowed down. Then it came back full force in the 20's, then guess what? It slowed down with the Great Depression.

Point is these things run in cycles, the NCR won't be corrupt forever.

Whatever the Enclave started as, it no longer represented America when it geared itself up in it's first bid to take over the west. The other factions aren't trying to rebuild the United States as it was; the NCR is emulating pre-war USA, but doesn't consider itself the representative of the USA. The BoS went AWOL just before (or after) the bombs dropped, so they don't follow it anymore.
