It's not bugged. No one is aware of you defeating Alduin in the afterlife of all places.
The Guards will make occasional comments. Don't expect everyone to magically recognize you like in Morrowind or Oblivion.

Ya, they it is intentional that they do not recognize you even if you are leader of all the guilds.
Slightly off topic, but I find this funny: I remember before Skyrim was announced, people were saying that everyone recognizing who they were instead of a simple greeting when passing by annoyed them. Now people are annoyed that they do not get acknowledged in Skyrim

I don't mind this non-recognition thing tbh. I kinda like it. It adds to the 'adventurism' of the game. I think with other folk though they want some kind of 'closure/ending', which I can understand.
