Alternative to DDS Converter?

Last night I felt motivated to finally give modding a go and try my hand at retexturing some of the Elsweyr Anequina content - mainly the low res signposts, and some of the distant tree LODs (colours are too bright), both shown in this screenshot: http://i216.photobucket.com/albums/cc212/darkstorne/Oblivion2013-05-1410-25-50-82_zps87c1b53f.jpg

I read a tutorial on the various different tools I'd need, and installed BSA Commander, the Construction Set, Nifskope, and DDS Converter. However... I have Windows 7, and DDS Converter doesn't seem to play nice. I even found a workaround people suggested using: manually typing in the import path, and clicking on the "/." button to make the "Convert" button accessible, but when I press convert nothing happens. My import path reverts to a blank state, my selected DDS items are deselected, and nothing is converted. So I spent about an hour last night accomplishing nothing :P

Are there any alternatives to DDS Converter that work as intended on Windows 7? I really would like to try creating some high res textures for Elsweyr to get my feet wet with modding, but preferably without the headaches of dealing with software that either flat out does not work, or requires tedious workarounds to be functional on a modern OS. Surely DDS Converter isn't the only method?

Gimp and Photoshop have DDS plugins, and Paint.Net supports DDS images normally.
