Music Distortion

I have been looking around the internet for a fix and i have found nothing except turning the format in my preferences for Audio Devices to 24 bit 44100 Hz but heres the thing ... i only have 16 bit 44100 Hz no 24 bit options.... i have this Soundblaster X-Fi F8tality edition PCI express aftermarket soundcard for 90 bux from a few years ago i have updated all drivers and tried moving my headphones to a different USB port (i have logitech G35).

I have tried the NVIDIA SLI sound fix.

Nothing has worked. the music in certain area's of the game is staticy and crackling and distorted. I just wiped my whole hard drive and it is a full factory fresh install.

I have all updated drivers.

IMPORTANT:

It seems that the distortion only happens in certain area's. Primarily indoors. One place that is always bad is the basemant in Lakeview Manor.

Here is the thing though... when i move around (footstep sounds) the music is perfect, but the moment i stop and stand still it goes back to distorted.

When i open my inventory and scroll through the sub menu's that little click sound plays whenever i move to the next section... scrolling through these menus also makes the music static and distortion free... the moment i stop scrolling through these menu's the static/distortion comes back.

When i open the Player menu (Magic - Inventory - Map - Skills) after 5 seconds or so the distortion is gone but upon closing this menu distortion comes back.

I cannot for the life of me fix this and it makes no sense since it worked before i formatted my HD and reinstalled everything.

I dont know how to fix this please someone help.
