So I know that with the wild wasteland perk you can get the alien blaster, but if I don't have the perk is there an equivalent? Another weapon instead that I wouldn't get with the wild wasteland perk?

Yeah, that's the Unique version of the Gauss rifle. Arguably better than the Alien blaster due to his longer range and not limited ammo. It's called YCS/186
