When I first start up Skyrim and enter in and start playing if I turn any direction I start getting a sudden frame stuttering. I notice that if I look up and down on a vertical axis it's perfectly fine, further more if I spin around one time without moving it stutters then if I spin around again it's gone. Then if I run around the immediate area of say Whiterun it continues to stutter until I've run around the whole city once then it's fine.
I notice that initially my Vram is about 900 Mb of my ATi 7850s 2Gb when I spin around it suddenly loads to 1100-1200 Mb. I believe this is what is causing the issues. I notice that the severity increases with the amount of AA I run and the initial memory load doesn't change it's still 900 Mb roughly but then when I spin around it shoots up to 15-1700 Mb at 8x AA.
This also happens in new areas as I enter them as well but it is much more negligible. I tried running AA through the Catalyst Control Center but it doesn't over ride the games AA so that doesn't work. No other settings seem to make a difference. Also running High res texture pack DLC, stuttering is also the same with it disabled as well as when I run the 2K texture packs. Also the same on a fresh install completely vanilla.
Running on the Ultra preset @ 1920x1080 and getting constant 60 fps except for the stuttering which drops it down to mid 50s and really kills the immersion for me. Also isn't the 64Hz bug I fixed that awhile ago with a frame rate limiter set at 60.

Using the latest GPU drivers and have tried multiple version ( Beta 13.5 is terrible for me by the way)
