Introduction

War, war never changes.

The North American continent now stands at a crossroads more than 200 years following the Great Atomic War of 2077. Various nations have sprung up in the post-war world and each follow their own creed, ideology and national identity. Some seek power and others seek wealth. While some seek religious enlightenment.

Ten years following the events of Fallout: New Vegas, the Midwestern Order made contact with the various peoples of North America, bringing word of a great gathering of people's for the purposes of diplomacy. Thus have begun the great American Assemblies.

From the dazzling neon paradise of New Vegas, to the rebuilt streets of Washington D.C., and from the cold arctic north to the warm tropics of Mexico you will take control of one of these great post-apocalyptic nations and lead them to dominance, or defeat. You will use diplomacy, trade, political intrigue, and of course: war to further your goals. How you choose to lead your people is up to you, and the fate of North America lies in the hands of all.

The following rules have been agreed upon:

1. War is always a possibility, ensure however that you are prepared to face the consequences. When attempting to conquer or wage war with other factions take distance and other geographical factors into consideration; for example, a west coast nation wishing to deploy it's navy to the east coast would have too do so by circumnavigating South America which would obviously have consequences for your plans.

Be advised: there are consequences for attempting to 'bite off more than you can chew.' If you attempt aggressive and unheeded expansion: be prepared to face such crises.

2. Do your best to use proper grammar, spelling, and punctuation, it’s easier to read and understand and makes everything look better; in-addition it’s also hard to take delegates seriously that don’t use it.

3. Your representatives are still characters and individuals, give them personalities, backstories, interests, and feeling.

4. Please inform the rest of us if you intend to leave. The current agreed upon time for leaving without notice is one week. Beyond that, if you do not give a reason for your absence your nation is forfeit and will be dealt with accordingly. Either by someone else taking it up, or (more likely) your people becoming conquered by the opportunism of others.

5. Do not be overpowered, a point which cannot be enunciated any further. What constitutes as over-powered behavior will often be determined in these out-of-character threads and will be discussed accordingly; present your case for your actions as see fit.

Stipulations of the WISP (West-Coast Inter-Strategic Pact) Agreement

-Agreed upon this date in the City of Vancouver

1. Members of WISP will agree to defend each member states in the case of outside attack or foreign hostility. Members will be obliged to provide aid including (but not limited to): outright military assistance and supplies (both military and otherwise). In the case of supplies provided, the nation to which supplies are given will be responsible for repayment upon the termination of the conflict (assuming WISP victory).

a. WISP will not be required to provide military aid in the event of an offensive attack. And no consequences will be incurred from refusing to aid in an offensive campaign.

b. All the member nations of WISP will form a security council, which can declare an offensive campaign to be made by WISP itself. Said declaration of war will only occur if all members of the security council reach an unanimous decision to go to war.

1. The security council will be composed of any number of representatives chosen by each WISP member (numbers and officials present shall be the prerogative of each member as determined by what officials may appropriately represent their individual military capacity). A consensus of all member states will be required in order for a declaration of war to be made. The security council will meet at the same time as the regular bi-annual meetings of WISP.

2. Members of WISP will agree to open trade and unrestricted flow of goods between member nations in order to ensure economic prosperity of all.

3. In the purchase and trade of goods, preference will be given first and foremost to trade with members within WISP itself. Likewise, preference for investment opportunities will be to members of WISP as well. In order to ensure the overall success of the Pact nations.

4. The Free Economic Zone will fulfill any additional power needs which may arise from members in the WISP Pact. The current cost of power will be the same low price as provided to the NCR (5 caps per kilowatt hour).

a. The choice of choosing the Free Economic Zone for power supply needs is not mandatory, although it is recommended.

5. The Nevada Free Company, as an independent mercenary company, will act as the inter-Pact military force, and will be available to any members of WISP who require additional armed forces. In the event of a defensive campaign, these forces will be provided under the auspices of the Free Economic Zone without charge (as fulfillment of treaty obligations), in the event of an offensive campaign or domestic disturbance, members of WISP will give preference to hiring the Nevada Free Company for their military actions at a lower price than would be required normally by nations outside of WISP.

6. WISP will agree to form a joint naval task force, with the intent on keep sea lanes clear on the West Coast and to ensure the protection of WISP member shipping lanes. This naval force will also act as the primary naval strike force for WISP should it be required in the event of open warfare. As the nation with the largest naval force currently, the NCR will be the member nation responsible for operating and organizing the task force.

7. WISP members will agree to open borders between member nations, and the lowest possible restrictions on travel of citizenry, in order to facilitate trade and open communication with other members of WISP.

8. Members of WISP will agree to cooperation in the construction and restoration of their infrastructure (including, but not limited to): highways, railways, and interstates in order to ensure ease of travel, communication, trade, and aesthetic improvement. Contracting of the construction and rebuilding of the infrastructure will be given to companies within the WISP agreement.

9. Two primary headquarters of the WISP agreement will be constructed, with the purpose of centralizing communication and cooperation across all member states. Should these nations agree, Vancouver, and the Sierra Madre will be the locations of the two headquarters. All members of WISP will send administrators to these two locations to staff the headquarters.

10. In order to ensure continued agreements and further improvements to WISP, members will agree to send representatives to a bi-annual meeting. The location of this meeting will be held in a rotation of the capital cities of the respective member states. Starting with the Sierra Madre, and the continuing to Vegas, the NCR, and Vancouver.

11. Accepting more members into WISP will only be allowed if all member states reach a unanimous decision to allow said member into the Pact. No exceptions.

12. A flag, motto, and emblem of WISP will be agreed upon by all member states.

13. A joint scientific committee will be formed from select members of all WISP state’s science communities for the purposes of joint scientific research. The committee will be headquartered in the Big Mountain Facility and any results of the joint scientific research will be shared with all member states.

14. In order to ensure the WISP agreement stipulations are followed, those members which violate the WISP agreement will have their violations reviewed at the bi-annual meetings by all representatives of the respective parties. The membership will then determine if said offending party should have their contract with WISP nullified.

b. Members who wish to leave the WISP Pact agreement need only voice their concerns to other members in order to attempt to redress issues. Should this prove unsatisfactory, said member may freely choose to withdraw from the WISP agreement without any action taken.

ECA (Eastern Commonwealth Alliance)

This is a mutual defense pact and nothing more
The stipulations are as follows:

Stipulations involving war:

1: Any nation(s) that is/are currently active in the Eastern Commonwealth Alliance that do not declare war on a nation but is instead attacked preemptively or receive a declaration of war from any other nation(s) will
receive the available military support from all other nations in the Eastern Commonwealth Alliance.

2: Any nation(s) that is/are currently active in the Eastern Commonwealth Alliance that declares war on any other nation the aggressing nation(s) must make all joint strike agreements on their own and such agreements will remain separate from this alliance.

3: If any nation(s) that is/are current member(s) of the Eastern Commonwealth Alliance declare war on any other nation(s) that is/are currently active in the Eastern Commonwealth Alliance the aggressing nation(s) will immediately be removed from the Eastern Commonwealth Alliance and will lose all privileges associated with the Eastern Commonwealth Alliance.

4: If any nation(s) that is/are current member(s) of the Eastern Commonwealth Alliance declare war on any other nation(s) that is/are currently active in the Eastern Commonwealth Alliance the defending nation(s) will receive all available support from the other nations in the Eastern Commonwealth Alliance.

5: Any nation that encourages another nation to attack their own nation to “prove a point” or for any other reason, and is attacked by the nation they encouraged, any nations in the Eastern Commonwealth Alliance can decide on their own whether they will support the “defending” nation and can choose to refuse to provide any additional military support without consequence.

Stipulations involving the addition/removal of members to/from the Eastern Commonwealth Alliance:

1: Any time a nation becomes a burden to the Eastern Commonwealth Alliance whether through constant involvement in wars (outside the stipulations of the Eastern Commonwealth Alliance) or through the inability to provide military support when required by the other stipulations of the Eastern Commonwealth Alliance, and is not a permanent member of the Eastern Commonwealth Alliance can be removed if there is a majority vote from the current members of the Eastern Commonwealth Alliance.

2: Any nation may join the Eastern Commonwealth Alliance if they wish and are approved by at least two of the three permanent nations of the Eastern Commonwealth Alliance (Military Empire of Texas, Midwest Order, United States of America), and receives a majority vote from the other members of the Eastern Commonwealth Alliance.

Other Stipulations of the Eastern Commonwealth Alliance:

1: The Eastern Commonwealth Alliance is not a trade agreement, any nation has the right to refuse trade to another that is also an active member in the Eastern Commonwealth Alliance.

2: The Eastern Commonwealth Alliance can be amended at any time provided at least two of the three permanent members agree and there is a majority of other members that support the amendment.

3: Any majority vote of other members can be overturned if there are less than 2 other members and the three main members unanimously vote to support the action.
