I second the Morrowind vote. Oblivion and Skyrim had great music also. Skyrim would be a second place for me.

Morrowind has got to be my favorite, if only for nostalgia's sake. I mean, there I reasons I like it more than that. It's somber and energetic at the same time. It sounds as unique as Vvardenfell is.
Oblivion probably had the most relaxing music.
I have the strangest Relationship with the Skyrim Soundtrack. I don't like it, but It's great. It definitely fits the mood and the composition is absolutely great.
