I am on a console, is there any glitch or way to keep the jagged crown without mods?

That depends on who you escaped Helgen with and who you joined in the Civil War.

It's this simple. For EX:

Escape with Hadvar...

Join the Legion...

Do the CW up until Korvunjund....

Once you have the Crown, pickpocket it into Hadvar...

Go to Gen. Tullius to turn in the quest...

Go to the inn in Riverwood, pickpocket it off of Hadvar...

Proft?

UnclePain and Shadow Titan are correct, it all depends on your pickpocket skill as well. If it's low I would recommend making a save just before you make your attempt at both putting it on them and taking it back. This way if you don't manage to get it you can just load the save and try again, the roll of the dice will eventually fall in your favor and you will pull it off.
