I know they probably won't let us see it because of spoilers and such. They say its beastly and outrageous. Maybe he will give us a peek when the game comes out.

The weapon customization is one of the biggest selling points for me in Brink. I can't wait to start unlocking and optimizing.

Just to let you know you don't really "unlock" that much in the way of gun customization, I think it was Paul Wedgwood who said that "We give gamers all the big stuff at the start and let them unlock little things as they progress" or something along those lines. So in oher words everyone has access to most of the gun parts at the start of the game.

It doesn't mean that you have access to most of the gun parts from the start of the game, and it also isn't referring strictly to gun attachments, but abilities as well.

What he is saying, is that the "important" things, (options that a good number of players tend to choose and/or options that are typically reserved for high level players) will be the first things players in Brink will unlock. It doesn't necessarily mean that most things are available from the start.

In other words, leveling up and unlocking stuff, doesn't make you more and more powerful (like it traditionally does) but instead, it just gives you more and more options/tactics/strategies to choose from.

That mentality also applies to the way skills unlock. Players are divided into 4 blocks based on level. so you never play with anyone who is more than 5 levels higher than you in normal match making. The skills correspond to those 4 blocks, and all unlock at once. There are no skill trees (unless you include progressive skills, such as turret level 1, 2, and 3). So you can choose any skill you like at any time, as long as you have gotten to the proper block.

Yes. All the xp you earn from all your characters, no matter how oyu play, all gets added together, so even max level characters, can still earn xp you can use. And yes, you can redistribute points or "re-spec" your characters.

You can get a 100% refund if you change your mind within a 24 hour window, they do that so you can test abilities to see if you like them. After that, i think you can still drop abilities, but there is a cost involved, probably something along the lines of having to earn another level (they might just knock you halfway down to the last level or something). Which, if you are at the cap, could be a little unpleasant.

I doubt the "cost" would be something that "extreme." It would probably just be an xp fee involved, possible increasing everytime you choose to re-spec.

Well, when the devs say that playing the full campaign once for each faction takes about 10 hours, and that will get you to level 15, half a level doesn't seem all that bad to me. You can reach the level cap in a few days if you play a lot.
