You can use the Bend Will shout to fly them, I guess that counts as an ally.

illusion spells such as calm/pacify/harmony dont work on dragons regardless of the spells potency, the only "exception" is the bone dragon in the mages quest. and so the only way to have a dragon peaceful is to use the bend will shout from solstheim, or mods of course
