For whatever reason, they cannot.
There is no record of any human living over 500 years, but plenty of Elves have.
Note: 200 is old for a commoner elf, where as 80 is old for a human commoner.
Royalty, nobles, mages, and those who generally have access to healthcare and don't get sharp sticks in their eye tend to have their lives increase by double and five times.

Any reason for that besides lawl magic? I mean, a commoner should be able to learn the magic too. Maybe its a purity of bloodline thing for Altmer? Or maybe it's magic not widely known, like the Nords and their Thu'um.
Neloth is a Telvanni wizard. Living 1,000 years+ is what they are known for, amongst other things.
Even if what TESO is true, Runil could still be 400 - 500. He seems capable with magic and attuned to Arkay's presence on the world. But he's obviously after Tiber. You would have to be at least 1,400 - 1,500 years old(4E 200)

Monsters always have shorter life expectancies.
If you play MW and OB, and talk with plenty of the mer around, read books, and etc, you'll see that plenty of the commoners mention that hitting 120-200 is a good life, Barenziah is a little over 400 years by the time of Morrowind, and many wizards of House Telvanni are 1000 and older.
You also have people believing the Skingrad's old age is due to him being a sorcerer (instead of being a vampire), which lends credance that magic extends one's life.
As to why magic can keep one young, magic by it's nature comes from the realm of Stasis, the Aetherius. In addition, given enough practice with restoration, one could probably prolong their life. Necromancers and the Telvanni use necromancy as a way to extend their life, probably through years of rigorous study of how the body works and how to improve it (altmer necromancers must study this)

The Wizards used magic to extend their life, the nobility had nothing to do with it. Barenziah either had to use magic or she is a contradiction to what the TESO guys said.
I'm pretty sure Skingrad is that old because he is a Vampire, not due to sorcery. Look how old Serana is.
But real honestly, I hate the answer TESO people gave. There are simply too many contradictions for it to make sense. Such as Barenziah.
Also, it makes no sense that Elves can extend their lives using magic but we have no record of men being able to live that long even with magic.
If you don't want to believe what in the games already, though dialog and books, and believe what the TESO guys have to say, that's your own prerogative. You asked, I provided.
Heck, I'd say make your way to the TES lore forum, and look at 1000s of threads dedicated to how long each race lives; there's truly a staggering number of them.
