Pawn of the Aggregate

This question has been in my head for a long time. Dagoth Ur is mentioned by Nu-Hatta as the "pawn of the Aggregate". I think he means that he was influenced in some way by Lorkhan (the "aggregate" can be a designation for Talos).

What do you think on this subject?

I always figured the aggregate was the Aedra - aggregate because their gift-limbs combine to form Nirn, and because according to the Scripture of the Wheel, they are the "biters".
