Mages and Marksman

Hello.
I've finally got time to start up an Oblivion character that won't fizzle out after a few days, and I have a few questions.

She's a Mage, first and foremost. Using all schools of magic with a focus on Illusion, Conjuration and Destruction.
However, due to RP reasons she can only do damage (and heal, but that's not her thing) through direct contact. This means touch spells, and no gloves/gauntlets unless suitably enchanted.
As you can imagine, there are issues when trying to deal with enemies at range. Especially with her very low health and magicka weaknesses (Dunmer Apprentice).
My question is, how viable is a playthrough using no ranged attacks at all?

Of course, she can summon help to do that for her. But that's not always possible or practical. As such, I'm contemplating following her instincts and using a bow to apply poisons and deal damage from range.

Doing this, I would need to raise Agility to maximise her damage with the bow, correct?
Is there a level where it's okay to stop levelling it? I ask because she's putting points into Speed as well as Intelligence and Willpower, and I may be overreaching myself trying to get so many attributes up with a level cap of 20ish (maybe 30 to see the SI content).

Or perhaps I save the archery for another character...
