Hello. I have Hearthfire and I'm sure it's completely installed-I have the beggar kids in the cities and the loading screens about it and all, but I can't seem to start the quests for it. I'm level 9, and I've gotten no courir letter, and if I go to falkreath, no one there has talk options about it. This happened with my last character too...until all my saves got corrupted...

Re install it?

I had that problem to and when i re installed it..poof it worked just fine.
