question about universiality

ok i want to fiddle/experiment with the time of day (the how to for that was already explained once so hopefully it works and i wont need to ask again) and the horse running speeds (the how to for this has NOT yet been explained but im gonna fiddle with it first and hopefully wont need to bug you about it)...the question is that i have the game of the year edition, so i have all 3 expansions. if i load up the CSE and have oblivion.esm as the master file and then continue on to modding (basically creating an entirely new mod save) then will the time of day changes and horse speed changes i make also automatically apply to shivering isles and anything knights of the nine related? or is there something special i have to do to get it to be universal?

Those should affect the entire game, as long as some other later loading ESP or script doesn't change them as well.

Edit: Unless of course whatever you are doing to the horses requires you to actually modify the horses themselves, in which case it will only affect the ones you change, and will not affect horses from KotN or user-made mods.

Also, if you change any Shivering Isles assets (generally their FormIDs start with "SE") then if a user without SI tries to load your mod it will probably crash their game. (I generally do not worry about this, people should be using SI anyway)
