Help can't hire steward.

Ok so what happened is this. I ran to my house (Lakeview Manor) with Belrand in tow. He ran up to me and started a dialogue saying how he would love to take care of the place. Well I was worried about not being able to get my good items out of his inventory so I told him "I'll think about it". Well now I can't ever get th dialogue to come back up. Now this isn't just effecting Belrand, I can no longer get the steward dialogue option to appear for any steward eligible NPC's. Also I made the mistake of saving after telling him that I wanted to think about it. What can I do to remedy this?

Yes, this is a glitch with Belrand...

If you don't get him when he brings up the option for the first time, the option doesnt come back a second time.

As for the not getting a steward option for the other NPC's, you can try this:

Disabling Dragonborn temporarily, hiring a steward, then enabling it may fix the problem. (I think it was intended as a PC solution.)

But in your case, you can delete your dlc's, try to hire a steward and install them again afterwards.

Or after deleting them, install only Dawnguard and Hearthfire, try to hire a steward and then install Dragonborn.
