The only references seem to be Veronica's password and the Salisbury steaks. On the other hand, the Fallout universe seems to be based on the era right before burger joints got their big break.

Maybe people find it easier to just grill a piece of meat over a fire and then eat it rather than mince it, form it into burgers and then fry em in a pan, put them between two slices of bread (which you have to bake) and then put brahmin cheese, mutfruit ketchup and mole rat bacon on it.

In Fallout 2, there is a restaurant in the NCR's capital city which serves Brahmin burgers. Some of the NPC in the city will recommend you to try them. But for some reasons you can't order them in game, you can only buy drinks there.
