As i have said originally.. i would leave Black Marsh alone as i see no point in bothering with it. If they make a move on Morrowind.. well the things would get tricky.

You obviously haven't heard of the Wild Hunt. Valenwood was only a part of the Reman and Septim Empires because of a killer plague and later on a treaty which granted them the same autonomy as Morrowind. You should ask King Borgas how his planned invasion of Valenwood went...

Burning the forest of Valenwood is like confiscating all the mead in Skyrim. The inhabitants will stop at nothing to kill you.

The Thalmor can ban Talos, they could kill as many Nords as they want but if they even try to take away all the mead. Then....... I don't even want to think about what will happen.

They would cut a bloody swathe through all of Tamriel if they were forced to give up their alcohol. Good thing Aragon doesn't drink.
