So I successfully built two houses on the other two plots of land but for some reason even after buying the land, the carpenters bench is just blank, nothing is popping up. I did some research and found if I quit to the menu and loaded it again, it would work.

It did, but I could only make one of anything and it would go blank again. For some odd reason, "build foundation" isn't showing up AT ALL despite other things like the garden, stable, etc showing up.

Is there any solution to a fix? Or even an incoming patch? Thanks!

I've found that the workbenches have a tendency to glitch, giving you the option to build things you've already built; likewise, there are times when I have no options at all. I leave the cell or just wait a few moments before trying to build something again and I usually get by with no problems.

Didn't work...it's always just completely blank. I hope they have a patch inbound for all these Hearthfire bugs...

Even when I try to place a weapon on one of my weapon racks in at another build house they don't even work.

Yeah the weapon rack thing happened to me. I was doing the mission

Just because you could not get a unique weapon to stay on a weapon rack, does not mean the weapon rack was buggy. You would not get Zephyr to stay on anything, no matter where you put it, the problem is with the weapon, not the rack.

No idea what the building problem would be on the PS3, although no doubt someone has already mentioned it some where.
