I like the theory that they are the angry spirits of female Falmer - who suffered greatly at the hands of the Nords during their genocide - haunting their home that is Skyrim.
Wispmothers and Falmer are allied with each other. This can easily be witnessed in Blackreach where you can very well encounter both at once.

The Ancient Falmer armor doesn't have a bird, it has a http://www.uesp.net/wiki/Skyrim:Vale_Sabre_Cat#Vale_Sabre_Cat.
I thought the motive of the ancient falmer armor represented some sort of bat myself, I do not know why though.
I got to remember myself to make a falmer aswell when I get the pc version. It seems like an amazing playthrough.
A female one probably, like an arcane archer with frost magic and frozen arrows.
Gonna stay out of the civil war though. Anyway, that picture looks really beautiful.
I like the idea that they're Falmer, but I don't know if it rings true. I mean, wisps were in Cyrodiil, too.
