Anyone know the specific Skyrim TOPIC that has the generic voices and phrases for when an actor is running away scared?

I am making a perk that can force actors to be too scared to do close combat and I would like them to say something when they turn to run away.

So I want to use the SAY function but it needs a specific topic to work and the ones I have tried so far do not seem to work.

Maybe it is the conditions in the topic (preventing the SAY function)?
