So, here's my question. Can other races by normal means actually thu'um? I know it is magic like any other thing, but is it not possible that a magic granted by a god be race specific? They believe Kyne breathed them into the world, and that their breath even before Skyrim is their vital essence. The Children of the Sky book makes it seem like only nords can naturally and the game (yes I know, the game isn't necessarily lore) gives nords battle cry, which seems a lot like a pre Skyrim thu'um before we knew words were used.
The only people in history to shout besides dragonborn, the Ebony Warrior who I think is some kind of aspect of either Ebonarm or Zenither (Tsun), or Mankar Camoran possibly who often does things that defy reality, were nords. And then there's Ulfric's dialogue that says "any nord" with the talent can learn the voice. So, is it possible that only nords can learn the thu'um through normal means? Or at the very least any man?
