it seems to. right now, my armor weight is 15, i am using a sniper rifle and usually getting two shots in vats. when i wear armor with 25 weight, i only get one shot using vats.

Either your 15lb. armor has an Agilty bonus with it or your 25lb. armor has an Agility penalty. Each point of Agility increases your Action Points by 2 points.

well, the 15lb armor doesn't list any agility bonus. getting two shots with the sniper rifle using vats is worth weak armor at this time. a glitch maybe?
