Reinstalling Skyrim Problems

So I've decided to reinstall Skyrim after not playing for a long time. I've attempted a few times and am having some problems.

I install from the disc and that seems to go fine, I watch the files being added to the usual install area:

C:\Program Files (x86)\Steam\steamapps\common\Skyrim

Once the install completes, the files that were all added to the usual install area disappear apart from the 'Strings' and 'Video' folders.

I discovered the files are all now in this area:

C:\Program Files (x86)\Steam\steamapps\downloading\72850

Which has never happened before.

Steam begins to download more files, presumerably updates, the Official Hi-Res Texture Pack, Hearthfire and Dawnguard (I don't have Dragonborn).

The problem is, I already have the Official Hi-Res Texture Pack files downloaded, and because my internet is very slow, I wanted to just manually dump those files into the data folder to skip downloading those from steam; I've done this several times before with no problems at all.

Now that the data files are no longer in the usual location, putting the Official Hi-Res Texture Pack files into that location doesn't seem to skip the download (not that you can tell, since the Steam downloader doesn't itemise what it's downloading - I assume it is trying to download the Official Hi-Res Texture Pack files, as it shows it as downloading files about 5GB in size, and the updates, Hearthfire and Dawnguard alone are not that large).

I also tried putting the Official Hi-Res Texture Pack files into the "C:\Program Files (x86)\Steam\steamapps\downloading\72850" area that the files seem to be in, and that didn't affect the steam downloader either.

I was wondering if anyone had any idea what's going on here? Has there been some change to Steam that means I can't manually put the Official Hi-Res Texture Pack files into the data folder anymore and have to download it, or is there something weird with my installation.

As I said my internet is very slow, so if I can avoid having to redownload those files that'd be great, and I'm also confused about why the data files are not in the usual install location anymore.

Edit: Just to add, I have tried showing hidden files and folders, and the files and folders other than the Strings and Videos folders are still not there.

Pause the download and ask Steam Support to remove the DLC from your account.

Okay, I have sent a request to steam to remove the Official Hi-Res Texture Pack from my account, what a bother, I was always able to just drop the files I already had into the data folder and the steam downloader recognised they were already there.

You probably should install Steam (and Skyrim) to the Program Files directory... hopefully you don't run into issues.

Are you sure you had all Hi-Res Texture Pack files. There are 6 for a total of 4.39GB.
