Maybe he should team up with someone else and adapt it into part of a Hammerfell mod? I mean, Hammerfell is just screaming out to be made with Skyrim graphics (maybe as a bolt on to Skyrim, so you can travel across the border?), and this mod would be much more ideally suited there.

There's nothing wrong with making a mod for Skyrim and adapting it to other mods down the line. You can't exactly make a "Prides of Hammerfell" mod when there is no Hammerfell.

Hammerfell is the second most prospective project at http://www.darkcreations.org/forums/forum/119-beyond-skyrim/, but it'll be a while before a Prides of Hammerfell mod becomes realistic.
