No its not. The god Eeballik Lenoloc goes around and erases things that don't belong in Tamriel. Whether that be things it finds from a previous kalpa, or things it just doesn't want mortals to have in Nirn like anything resembling a firearm.

I was thinking the soul gem is more of a battery, drawing energy from it, and focusing it into a beam through mirrors and lenses inside of it.

The idea that their willful manipulation of the earthbones to create a super-metal, their assembly of intelligent mechanical slaves, the Numidium itself arose from a society based on steam power is a little farfetched - especially since we've encountered and tampered with the very crux of Dwemer god-tampering in the games, and it sure doesn't look steamy. It looks sorta fleshy.
No, the problem with a Dwemer gun isn't technological feasibility, but rather why they would need such a thing. But to say that they wouldn't/couldn't make it would be to second-guess an entire race. Perhaps one singularly violent and philosophically-disinclined mer might suddenly get struck by such a thought. More likely, a rather daft mannish mage might well have reverse-engineered something of this sort from their old brassy arsenal.
Also, "pure beams of magicka" honestly sounds more like an Ayleid thing to me.
Sure sure, just don't think so small. A Dwem-tech gun wouldn't be so base as a steam-powered mass-thrower or, heaven-forbid-it, a magickal pewpew toy. Nah, the Deepers would wrought something truly esoteric and profane, like say, weapons-grade depleted elenchus slugs hurled from inertia-less chiralcaster gauntlets.
It is a somewhat feasible idea; soul gems can often be found within Skyrim's Dwemer Animunculi, and the Dwemer are an easy go-to with this kind of thing.
The problem is, they are too easy a go-to. The idea has been stale since people first started modding Morrowind*. There are dozens of Dwemer Gun mods. It has been unoriginal and overdone for over a decade.
There's also the issue of their common usage of crossbows and higher magicks; when one has self-aiming ballistae and a wide variety of automaton warriors armed with killing sounds, what is the point of a gun?
*Not to insult your imagination. If you had seen Dwemer Gun mods before, you probably wouldn't be asking the question.

But I guess there could be a dwemer firearm that shot like steam out of it or maybe bolts at a rapid fire. But I don't see them shooting any magical beams from guns.
I might be the odd one out here, but I personally think the Altmer would be better suited for crazy beams of magicka in full technicolor. They do like to fire things in majestic ways after all.
Dwemer technology isn't solely steam based. It's a combination of magic and steam. No soul gem; Dwemer Animunculi don't work.
Oh sure. But that raises the question of how there are any coastal towns left standing on non-Dominion soil (assuming that their death lasers are all mounted on ships). Presumably the Legion have something just as good. I guess we're back to the good old "magicka obsoletes firearms" point. Or at least, fireballs are just as good as zap guns.
