He also lets you carry weapons inside the Tops if you pick the right dialog. Pretty handy if you set up your housing in there.

The Chairmen in general support House. They call Benny a "fink" when they figure out what he was trying to do against House. Benny, while the leader, was only one man.
Presumably most of the White Gloves do as well, barring the cannibal side of the group.
