Are spriggans necromancers?

This is a question that I have been asking myself and pondering, because I use the voice of the sky perk, and most of the animals are pretty tame in game play, it seems almost as either a bouncer type character (they look like transformed Falmer from the looks of them), either the bouncers or spriggans that are causing some problems with the other animals. I see this green magical effects on animals, it almost seems as if the spriggans are always near and are the ones that cast the spell on these other animals, the magik used appears to be a reanimation spell, just as an undead spell looks, but this spell looks greenish, whereas most of the undead reanimation spells I have used are blueish in color, I am just curious if anyone else has seen this?

That's just the spriggans taking control of the wildlife, it has nothing to do with necromancy.

Since they're more intune with nature, they can probably command them.

They aren't Necromancers because they don't raise dead.

I am curious to know what spell they are casting, when I cast a calming spell, it is green, would this be an illusional spell they are casting?

ah, so I am at war with the spriggins then! This should be amusing and fun, those little things are bastards, up close when I have looked at them, they are very prissy and very conceded lol, can spriggins even talk, they make that buzzing sound, are they more related to bees, elves, or atronachs?

As far as I know, the spell the spriggans use is unique to them. It's called Call of the Wild or something to that effect. Probably a more powerful version of the Bosmer racial ability, command animal.

It's not a spell actually. It's natural ability all spriggans have. Spriggans are some sort of spirits or guardians of the nature - they have nothing to do with necromancy.

I'll have to remember the book I was reading earlier in Skyrim, it talked about the spriggans, something about them being very protective to the parts of the land they dwell in, if I read the book again, I'll post it on here

They can't talk as far as I know, but they do have a way to communicate just like every other creature does.
